The instrument that reads how wet a building material actually is, in the wall and under the floor, not just at the surface.
The visible wet spot is almost never the extent of a water loss. Water travels along the path of least resistance: down through floor assemblies, sideways under tile and laminate, and upward into drywall and framing by capillary action. A moisture meter is how a restorer finds the real boundary of the affected area, which is the difference between drying the whole loss and drying the part of it you could see.
Two instrument types do two jobs. Non-penetrating meters use electrical impedance to read through a surface without leaving a hole, so a technician can sweep a whole wall or floor quickly and mark where the moisture stops. Pin meters push two probes into the material and read the moisture content at that depth, giving a specific number for a specific spot. Infrared cameras add a third layer, showing evaporative cooling patterns that point to where to check, but a thermal image on its own is not a moisture reading.
A number only means something against a baseline. Before drying starts, the technician reads the same material in an unaffected area of the building to establish the dry standard, and the affected readings are tracked toward it.
On day one, the technician maps the affected area and marks the moisture boundary, often in pencil on the wall or on a sketch, and records baseline readings at fixed points. Every monitoring visit re-reads those same points. That consistency is what makes the log persuasive; readings taken at wandering locations prove nothing.
Meter readings are also what justify opening a wall. If a scope calls for removing drywall to a given height or pulling cabinet toe kicks, the readings behind those decisions are the record that supports them when the estimate is reviewed.
