Water mitigation is the work that happens in the first hours and days: locating and stopping the source, extracting standing and absorbed water, removing saturated materials that cannot be dried or decontaminated, setting containment where the water was dirty, and running metered drying equipment until the structure is genuinely dry. It is not repair. Nothing is being put back yet.
The reason it is treated as an emergency rather than a project is that the damage compounds on a clock. Absorbent materials swell, adhesives release, fasteners corrode, and microbial growth becomes likely on wet material within roughly 24 to 48 hours in the conditions EPA describes. In South Florida, where indoor humidity is high year round, that window is the difference between drying a floor and replacing an assembly.
What the mitigation scope contains is not arbitrary. The water category decides what has to come out, the class decides how much equipment and time the drying needs, and the moisture readings decide when it stops. That is why a competent mitigation crew spends the first hour measuring rather than moving furniture.
A mitigation job runs in a fixed order: stop the source, document, extract, remove unsalvageable materials, establish containment if the water was contaminated, set air movement and dehumidification, then monitor daily until readings hit the dry standard. Equipment comes out area by area as each one dries rather than all at once at the end.
The paperwork matters as much as the work. Category and class determination, daily moisture and psychrometric readings at consistent points, an equipment log by unit and day, photographs before and during removal, and final readings at dry standard are what make the scope defensible and what tell you the building is actually dry rather than dry-feeling.
